Frank and Joe are assigned to thwart the plans of an international kidnapper known as the Scorpion (Craig Stevens) from his latest caper by getting in with his daughter who doesn't know of his activities. Scorpion travels from Grindelwald, Switzerland to Puerto Rico to perpetrate his crime, where the Justice Department is waiting for him, using his intended target as bait.
